WILMINGTON, Del. (AP) - A new state commission is aimed at promoting the welfare and interests of Delawareans of African and Caribbean descent.

A bill being signed Friday by Gov. John Carney establishes the Delaware African and Caribbean Affairs Commission.

The seven-member body is charged with promoting the interests, culture and historical heritage, socioeconomic relationships, and general welfare of people of African and Caribbean descent in Delaware.

DOVER, Del. (AP) - Public health officials say Delaware has recorded its first case of a mosquito-borne virus that has been spreading in the U.S. from the Caribbean.

The Division of Public Health said in a news release on Thursday that the chikungunya virus has been diagnosed in a 51-year-old Sussex County man.

Officials say the virus is linked to the man's recent travel to the Caribbean. Authorities say the man was treated for his symptoms earlier this month and was never admitted to a hospital.

LINTHICUM, Md. (AP) - Southwest Airlines is launching three international routes from Baltimore Washington International Thurgood Marshall Airport.

Service for flights to Aruba, Montego Bay and Nassau will shift Tuesday from AirTran Airways to Southwest.

Paul Wiedefeld, chief executive officer for BWI Marshall, says it marks an important first step as Southwest official makes the move to the international market. He says the airport looks forward to working with Southwest in coming years as the airline grows its international service.
