Salisbury Police Officer Will Not Face Charges in Shooting

A Salisbury Police Officer will not face any charges in the shooting death of 25 year old James Norris of Wilmington who was wanted in Delaware.

Officer Milton Rodriguez says that one February 3rd as he walked toward Norris’ car on route 13 he had been told by a confidential informant that Norris was going to “shoot it out with the cops.”

A Wicomico County State’s Attorney’s report says that Norris told the officer, “Kill me or I’m killing you.”

After attempting to subdue him the report says Norris pulled out a gun and each fired a round leaving Norris dead.

State’s Attorney Matt Maciarello says that Rodriguez took a number of steps from verbal commands to showing his gun before the fatal moment.
