Church Faces Fine Over Shelter for the Homeless

A church in Dover is facing a dilemma.

It has allowed a 21-year old pregnant who is blind to live temporarily in a camper on the grounds of Victory Church until she can find permanent accommodations.

But Kent County is threatening Reverend Aaron Appling’s church with a fine of $100 a day if he continues to do so.

Appling told the Wilmington News Journal that Alexis sought help from the Dover city council two weeks ago and tried to find housing through a number of city and county resources.

But all to no avail with the prospects, Appling says, of returning to the streets.

The issue revolves around a request by the church to establish a commercial campground for the homeless which requires approval for conditional use in the AR Zoning District.

The Kent County Planning Office says it is possible to accomplish this goal.

The county adds that it would considered the church’s actions in moving forward to get the issue resolved.

Reverend Appling told the News Journal that he would be getting in touch with the county officials to comply with their request.
