DOVER, Del. (AP) - Democratic Governor-elect John Carney has made two more cabinet nominations in advance of taking office next week.

Carney on Friday said he is nominating Robert Coupe as secretary of Safety and Homeland Security, and Michael Scuse as agriculture secretary.

Coupe has led the Department of Correction since 2013, having previously spent more than 28 years with the Delaware State Police, including more than three years as superintendent.

DOVER, Del. (AP) - Governor-elect John Carney has tapped the legislature's deputy controller general to become his budget director.

Mike Jackson, who spent 11 years in the budget office before moving to the controller general's office, is one of only a handful of people fitting Carney's criteria of someone who is experienced in Delaware government and who understands the details of cobbling together an annual spending plan.

Jackson would succeed Brian Maxwell, who is leaving to become chief financial officer for New Castle County.

DOVER, Del. (AP) - A federal appeals court says a Delaware prison inmate can continue to pursue a lawsuit challenging conditions of his confinement.

The appeals court ruled this week that a federal judge in Wilmington improperly dismissed Donald Parkell's claims that officials failed to protect him from prison violence and to ensure his proper medical care.

WILMINGTON, Del. (AP) - Democratic Gov. Jack Markell is fleshing out a proposal in his State of the State speech to improve substance abuse treatment and prevention programs in Delaware.

Markell plans to join Health and Social Services Secretary Rita Landgraf, Department of Correction Commissioner Robert Coupe, Democratic Attorney General Matt Denn and other officials on Monday to talk about his plan.

He's also scheduled to tour an Oxford House program in Newark for people in recovery.

There are new claims of abuse within the Delaware Department of Corrections.

Back in April television station 47 ABC reported on the death of an inmate at Sussex Correctional Institution.

In May a civil lawsuit was filed accusing Dr. Lawrence McDonald of sexually assault at least nine patients in prison.

Now, the TV station reports that Josh Lewis, a former inmate at the facility, is accusing the doctor of fondling him.

DOVER, Del. (AP) - The state Senate has confirmed Gov. Jack Markell's picks to lead Delaware's prison system and children's department.

The Senate voted unanimously Wednesday to confirm former state police superintendent Robert Coupe as the new corrections commissioner. Coupe retired from the state police force in December after 28 years.

Senators also unanimously confirmed Markell's choice of his former education policy adviser, Jennifer Ranji, to be secretary of the state Department of Services for Children, Youth and Their Families.

DOVER, Del. (AP) - The head of the Delaware State Police is retiring from the force later this month after almost 28 years in uniform.

Officials said Tuesday that police superintendent Col. Robert Coupe is retirinng effective Friday, Dec. 21.  

oupe joined the state police in 1985. He has served in a variety of posts, including troop commander, internal affairs investigator, homicide detective and training officer.

He was appointed superintendent in July 2009 by Gov. Jack Markell.
