Somerset County Circuit Court Gets First New Clerk in Half Century

For the first time in more than a half century a new clerk was sworn for the Somerset County Circuit court.

Charles Horner took the oath yesterday replacing Ted Phoebus who served for the last 51 years.

Horner said he will continue his tradition.

The Republican was elected in November receiving just over 4-thousand votes or 62 percent of the ballots cast over Kathy Grant who got 37 percent.

The 54-year old Horner of Westover retired from the Maryland State Police after 28 years officially leaving the job on Sunday.
