A contest is set for Salisbury’s First Council district.

April Jackson, whose father sued the city to create the majority-minority district filed papers to run against incumbent Shanie Shields in this year’s municipal elections.

She is a local activist who has organized marches against crime and served on the Wicomico County Recreation and Parks Commission.

Jackson told the Salisbury Daily Times that she has heard nothing but negative things about the district and wants this to be – in her words – a positive community.

She said that while the relationship has gotten better between the black community and police under Chief Barbara Duncan but it has a long way to go.

Whoever wins the 1st District seat will only serve two years before the end of the staggered elections when the city will resume four year terms beginning in 2015.
