Salisbury Landlord Wins Zoning Case

A Salisbury landlord has won his zoning case that allows him to keep a Poplar Hill Avenue house divided into four apartments.

The Maryland Special Court of Appeals court upheld a lower court decision that the Newtown Historic District home is a legal nonconforming use.

Newly elected Mayor Jake Day told the Salisbury Daily Times that the city will not appeal the decision because “there’s a great property owner there.”

The Mayor added that the court decision does not set a precedent.

The Daily Times reports that the city could not demonstrate the authenticity of a 1931 map.

The paper reports the city had been receiving rental registration fees since 1987.

Mark Reeves bought the property in 1990.
