DOVER, Del. (AP) - Democratic Rep. John Carney, Delaware's sole representative in the U.S. House, is officially running for governor.

Carney, who has served in Congress since 2011, filed his candidacy papers Monday, one day before the deadline.

Kevin Tinsley of Camden, a political unknown, also filed candidacy papers Monday, setting up a possible primary contest against Carney. But elections officials said Tinsley also left signed withdrawal papers and indicated that he may withdraw from the race later this week.

Carney, who served two terms as lieutenant governor before running for Congress, lost a 2008 primary to then-treasurer Jack Markell, who went on to win the first of his two terms in office.

On the Republican side, state Sen. Colin Bonini of Dover faces a primary contest against former state trooper Lacey Lafferty.
