DOVER, Del. (AP) - Delaware Democratic Party leaders have declined to make an endorsement in the Democratic primary for state treasurer.

Party officials said in a statement Tuesday that the executive committee failed to reach a consensus on whether to endorse incumbent Chip Flowers or challenger Sean Barney.

 Chip Flowers

Flowers, Delaware's only statewide, black elected official, has battled with Gov. Jack Markell and other party officials since taking office in 2011. He and his former top deputy, who resigned after misusing her state credit card, have also been scrutinized for their travel spending.

Sean Barney

Barney is a former policy director for Markell and former aide to U.S. Sen. Tom Carper, who has endorsed Barney's candidacy.

Republican treasurer candidates Ken Simpler and Cher Valenzuela will face off in a GOP primary on Sept. 9.
