ANNAPOLIS, Md. (AP) - Gov. Larry Hogan is scheduled to deliver his second State of the State speech.

The Republican governor is set to address a joint session of the Maryland General Assembly on Wednesday at noon.

The speech gives the governor a chance to pull together his goals for the legislative session and make a pitch to the legislature, which is controlled by Democrats.

Hogan is pushing for modest tax relief this year adding up to about $480 million over five years. He also is proposing legislation to fight heroin addiction. Another goal of the governor's this session is to reform how congressional and state legislative districts are drawn by putting the task in the hands of an independent commission.
