Georgetown Pediatrician Accused of Waterboarding Daughter

A Georgetown pediatrician has been charged with waterboarding his 11 year old daughter while his wife looked on.

Among the charges against Dr. Melvin Morse and his wife Pauline are first-degree reckless endangerment and felony conspiracy.

They have two daughters ages 5 and 11.

The Wilmington News Journal reports that the investigation began in early July when state troops got a 911 call from a neighbor about a domestic dispute. 

On Monday the 11 year old was questioned by authorities.

She told them that her father had disciplined her by holding her face under running water causing the water to fill her nostrils and run over her face.                

Court documents say that she told police she could never understand what she did to be punished and felt scared.

Lawrence Korb was with the Defense Department under the Reagan administration and is now with the Center for American Progress.

He told the News Journal that this is the same technique described as torture used by the CIA during the Bush administration in the war on terror.
