Maryland Comptroller Peter Franchnot says the state is facing a potential $1 billion decline in revenue over the next 18 months. As a result, he wants a moratorium on tax increases and tax cuts for the next five years to ease the state through a sluggish economy. Delmarva Public Radio's Don Rush talked with Franchot about his concerns during an appearance on the campus of Salisbury University.
